Probably should’ve made this a bit clearer: money invested in stocks/bonds is not static wealth. Money, however, either just stashed away or in property acting as a pension fund and doing nothing to contribute to society is. London, for example, has a massive issue with foreign multi-millionaires and billionaires buying up property and not even renting it out, driving property prices up. No-one needs hundreds of millions or billions to live on, yet many wealthy people seem to believe that they do.
