NIT is fairer because UBI guarantees a payment to everyone, regardless of income, whereas NIT means that only those who need it get this payment, and so NIT is much more redistributive. There are ways around the problems for self-employed people and those who work in the gig economy, such as introducing UBI (of a lower amount than usual) alongside the NIT.
