As to what exactly could be done in such an event, I would say that it could encompass anything in line with the Constitution. It would depend on the circumstances as to what would be included, but the measures you listed are possible and perfectly legitimate, even if you don’t like them (although I’d suggest that grounding airlines is an exaggeration on your part). As I referenced in my article, a climate change emergency could only be called if there was judged to be significant and imminent danger to the US.
